Allentown's Bureau of Building Standards & Safety, Bethlehem's Bureau of Inspections, and Easton's Bureau of Codes & Inspections all act primarily on neighbor complaints. The first letter is usually a warning with a cure window. If you don't respond, fines start. Under Pennsylvania's Municipal Claims and Liens Act (53 P.S. § 7101 et seq.), unpaid fines, demolition costs, or unpaid water/sewer charges become municipal liens that travel with the title. A buyer taking the property generally takes it subject to those liens unless they're paid off at settlement.
